| 目的 厘清权力关系的学术内涵和分析框架,推进新时期我国药品安全治理现代化改革。方法 基于权力的社会建构特征,建立权力关系的“主体-空间-形式”三维分析框架。从政府领导力、政府-市场关系、政府-社会关系角度,对美英日三个代表性国家药品安全协同治理实践中的权力空间与形式特征进行比较分析。结果与结论 研究发现了典型国家对于权力关系的注意力分配及策略使用。基于比较研究启示,建议我国加强情境型政府领导力培育、保持“邀请”权力空间的持续开放、注重搜集和提供理解权力失衡与包容性平衡的中国经验,从而为国家健康促进政策的制定与完善创造有利环境,激发药品安全治理的社会效能。 |

| Power Relations in Collaborative Drug Safety Governance Networks: Analytical Framework and Comparative Characterization |

| Clarifying the academic connotation and analytical framework of power relations is of great significance to the modernization and reform of drug safety governance in China in the new era. Based on the social construction characteristics of power, this paper establishes a three-dimensional analytical framework of “subject-space-form” of power relations. From the perspectives of government leadership, government-market relations, and government-society relations, the comparative analysis of power space and form in the collaborative governance practices of drug safety in three representative countries, namely the United States, the United Kingdom, and Japan, reveals the problems of attention allocation and strategy use in power relations in typical countries. Based on the insights from the comparative study, it is suggested that China should strengthen the cultivation of situational government leadership, keep the “invited” power space continuously open, and focus on collecting and providing Chinese experiences to understand the balance between power imbalance and inclusiveness, so as to create a favorable environment for the formulation and improvement of national health promotion policies, and better stimulate the social efficacy of drug safety governance. |
