我国省级医药储备管理制度现状及优化研究

摘要:

本文旨在深入分析我国省级医药储备管理制度,探讨其现状、问题及优化路径。通过系统性检索,收集我国现行省级医药储备管理政策文件,并基于“多元参与主体—储备流程链—监督与反馈机制”的分析框架,运用内容分析法对21份省级政策文件进行研究。研究结果显示,我国省级医药储备管理在参与主体、储备流程及监督反馈机制等方面存在差异与共性。基于此,本文提出优化我国省级医药储备管理制度的思考,包括建立全生命周期的医药储备管理模式；组建专家咨询委员会,建立动态与定期相结合的储备计划调整机制；构建以品种为单位的储备管理方案,提升应急响应能力；建设基于信息化系统的储备与调用管理平台等。这些建议旨在为我国医药储备管理体系的完善提供理论依据和实践指导,提升其应对突发公共卫生事件的能力。

Abstract:

The purpose of this paper is to analyze China"s provincial pharmaceutical reserve management system, and to discuss its current situation, problems and optimization path. Through a systematic search, we collected the existing provincial medical reserve management policy documents in China, and based on the analytical framework of “multiple participating subjects - reserve process chain - supervision and feedback mechanism”, we used the content analysis method to study 21 provincial policy documents. The results of the study show that there are differences and commonalities in the provincial pharmaceutical reserve management in China in terms of participating subjects, reserve process and supervision and feedback mechanism. Based on this, this paper puts forward reflections on optimizing China"s provincial pharmaceutical reserve management system, including the establishment of a whole-life-cycle pharmaceutical reserve management model; the formation of an expert advisory committee and the establishment of a r
