摘要：目的 中医药高素质人才是支撑中医药传承创新发展、落实健康中国战略的核心资源，更是推动中医药强省建设与区域卫生健康现代化的关键力量。本研究着眼当前我国中医药高素质人才培养面临的现实困境，深入剖析新时代背景下中医药高素质人才培养面临的现实瓶颈，以期推动中医药高素质人才培养，为构建适应健康中国战略和中医药产业发展需求的人才培养体系提供参考。方法 本文立足国家中医药振兴发展战略部署，以浙江省为样本，运用文献可视化研究法和实证研究法，系统梳理浙江省中医药高素质人才培养的现实基础，结合区域发展实际探索针对性破解路径。结果 研究表明，浙江省已建立了院校教育、师承教育、继续教育相结合的人才培养体系建设，人才队伍规模数量及质量不断提升。但与高质量发展要求相比还存在结构性、机制性问题。结论 需突破传统范式，转向系统创新，从“拓宽供给渠道”“强化基层服务能力”与“完善培养管理机制”三方面协同发力，构建多维度、立体化的创新路径，才能建立适应地区发展需求的中医药高素质人才教育培养体系，以期为全国中医药高素质人才的培养提供区域性的实践参考。

Abstract:

ABSTRACT: OBJECTIVE High-caliber professionals in Traditional Chinese Medicine (TCM) serve as the core resource underpinning the inheritance, innovation, and development of TCM, as well as the implementation of the Healthy China strategy. They are also the key force driving the construction of TCM powerhouse provinces and regional health modernization. This study focuses on the practical dilemmas currently hindering the cultivation of high-quality TCM talents in China. It delves into the practical bottlenecks faced in nurturing such talent under the new era context. The ultimate goal is to promote the cultivation of high-quality TCM professionals and to provide a reference for constructing a talent development system that meets the demands of the "Healthy China" strategy and the TCM industry. METHODS Grounded in the national strategy for revitalizing and developing TCM, uses Zhejiang Province as a case study. Employing literature visualization and empirical research methods, it systematically examines the existing foundation for cultivating high-caliber TCM professionals in Zhejiang and explores targeted solutions aligned with regional development realities. RESULTS Research indicates that Zhejiang has established a talent cultivation system integrating institutional education, apprenticeship training, and continuing education, with both the scale and quality of its talent pool continuously improving. However, structural and systemic issues persist relative to high-quality development requirements. CONCLUSION Breaking from traditional paradigms and shifting toward systemic innovation is essential. Collaborative efforts must focus on three dimensions: “expanding supply channels” “strengthening grassroots service capabilities” and “improving training management mechanisms”. Only by constructing a multidimensional, integrated innovation pathway can a high-quality TCM talent education system adapted to regional development needs be established. This approach aims to provide regional practical references for cultivating high-quality TCM talent nationwide.
