摘要:

目的 介绍2013至2023年变动的麻醉药品和精神药品的基本概况，研究这十年麻醉药品和精神药品品种变动的特点和意义，以及相关变动对中国麻醉药品和精神药品目录调整制度的影响。方法 采用文献分析法，查阅麻醉药品和精神药品相关文献、法律法规，分析麻醉药品和精神药品品种变动情况。结果 2013至2023年间中国麻醉药品和精神药品品种变动具有以下特点：列管速度总体及时；重点管制复方制剂；首次利用括号说明排除药品制剂。这十年变动，不仅使麻醉药品和精神药品目录得以定期更新，并为新版目录制定提供前期基础，还为新时期麻醉药品和精神药品管制提供了新思路。经过以上变动，中国麻醉药品和精神药品新增管制制度基本成熟，升级管制制度基本形成，降级管制制度初具雏形，退出管制制度初步形成。结论 我国基本形成可进可出、可上可下的麻醉药品和精神药品目录动态调整制度。

Abstract:

ABSTRACT: OBJECTIVE This paper introduces the general situation of narcotic drugs and psychotropic drugs changed from 2013 to 2023, and studies the characteristics and significance of changes of the varieties of narcotic drugs and psychotropic drugs in this decade, as well as the impact of these changes on the adjustment system of narcotic drugs and psychotropic drugs catalogue in China. METHODS By using the method of literature analysis, the related literature, laws and regulations of narcotic drugs and psychotropic drugs were consulted, and changes of the varieties of narcotic drugs and psychotropic drugs were analyzed. RESULTS The changes of the varieties of narcotic drugs and psychotropic drugs in China from 2013 to 2023 have the following characteristics: the speed of listing control is generally timely; Focus on controlling compound preparations; Parentheses are used for the first time to exclude pharmaceutical preparations. The changes in the past ten years have not only enabled the catalogue of narcotic drugs and psychotropic drugs to be updated regularly, but also provided a preliminary basis for the formulation of the new catalogue, and also provided new ideas for the control of narcotic drugs and psychotropic drugs in the new period. After these changes, the new control system of narcotic drugs and psychotropic drugs in China has basically matured, the upgrade control system has been basically formed, the downgrade control system has been in its early stages, and the exit control system has been preliminarily formed. CONCLUSION China has basically formed a dynamic adjustment system for the catalogue of narcotic drugs and psychotropic drugs, which can be entered and exited, up and down.
