摘要:

在医疗实践中，外配药品在处方流转、药品质量、使用安全及医保合规等关键环节，存在多重法律风险隐患。为有效应对这些风险，医疗机构需从制度建设、技术升级、监管协同及人员培训等多方面发力：制定完善的《外配药品管理制度》与标准化的《外配药品知情同意书》；加快接入国家医保电子处方中心，推动外配处方实现电子化、标准化与全程可追溯；组建由医务、药学、护理、纪检等多部门协同的“外配药品监管小组”，定期开展外配处方点评、风险排查及典型案例分析工作；同时，常态化组织医务人员参与外配药品相关法规培训，全面提升风险防控能力。

Abstract:

In medical practice, externally dispensed medications pose multiple potential legal risks in key links such as prescription circulation, drug quality, medication safety, and medical insurance compliance. To effectively address these risks, medical institutions need to make efforts in multiple aspects including system construction, technological upgrading, regulatory coordination, and personnel training: formulate a comprehensive External Medication Dispensing Management System and a standardized Informed Consent Form for External Medication Dispensing; accelerate access to the National Medical Insurance Electronic Prescription Center to promote the electronization, standardization, and full-process traceability of externally dispensed prescriptions; establish an "External Medication Dispensing Supervision Team" with coordination among multiple departments such as medical services, pharmacy, nursing, and discipline inspection, and conduct regular reviews of externally dispensed prescriptions, risk screening, and analysis of typical cases; meanwhile, organize medical staff to participate in regular training on laws and regulations related to externally dispensed medications, so as to comprehensively improve their risk prevention and control capabilities
